    Video-CD NTSC (MPEG-1 352x240 29.97fps CBR 1150kbps, Layer-2 44100Hz 224kbps)

Use TMPGEnc and load in a template

  3. Well you're asking two questions, the standard VCD is:

    For NTSC
    352x240
    1150kbit/s video + 224kbit/s audio
    CBR

    The NTSC TV standard is:
    720x480
    30fps
    interlace

Take a look at the 'Convert' guides to the left and/or the ones at http://www.doom9.org and http://www.flexion.org/vcd for more info on how to convert a DivX -> x(S)VCD.
