Cells and PGCs?

Would someone please explain what Cells exactly do on a DVD. Also what does PGC mean. For example in IFOEdit and DVD Decrypter there are 1,2,or 3 cells per some chapter.

Also, it looks like to me that PGC's are specific movie segments, where PGC 1 is usually the main movie?

One last thing, sometimes I see different angles under PGC1, yet when I try to select the angles button on my stand alone remote nothing happens? How can u be sure a movie has angles, could someone please tell me of a movie that uses them so I can see them in action? Thanks.
