I have some clips with 15Mps. Any1 know if there are dvd apps which accepts these "illegal" bitrates to make DVD?

Thanks for the answer .. I knew that (Max 9.8Mb + Audio). But I'd like to know if there is/are dvd apps that accept "illegal" bitrate streams... like vcd with none-standard bitrate! in this case it's higher bitrate than standard and Nero is one example that burns vcd with none compliant bitrate!

If what you want is to author a DVD with these clips without re-encoding I can think of a couple of things you could try, though neither are guaranteed to work. Even if you did manage to author a disk who knows what will play it if it is so far out of spec. Anyway, here are my ideas.
DVDPatcher. You could use this to change the header to fool the authoring app that the mpeg is OK. Look up the guide on authoring DVD with SVCD video for the general idea.
Ifoedit. Can't claim to be too familiar with use of ifoedit but I believe the latest version allows you to produce a DVD video with your movie as a simple '1st play' item. It might not be so picky on the mpegs you feed it.
