capture problem

I have a ntsc vhs tape with a shutter 3d movie on it . I want to convert it to vcd, svcd or even dvd
the problem i am getting now is i can capture it but on the vhs tapes there is the shutter part that moves all the time.
on the grab that part is visable but a stationary second vision .giving 2 images side by side.

is this a result of the card not being good enough ? the setting in the program not corrects .

any assistance would be appreciated.
