I am a newbie to burn VCD and I want to ask how to burn the BMWfilm to VCD with the best quality. Please tell me.

Firstly, you need to provide more details.
Some tips:
- use a good MPEG-1 encoder like TMPGEnc (which also happens to be freeware for MPEG-1 encoding)
- if you are capturing the video, capturing the full vertical resolution / both fields per frame (i.e., x480 or x576 for NTSC and PAL respectively) will yield better results
- try to have as clean a source as possible.
- if it is B/W, you may want to run your captured video through VirtualDub with the grayscale filter to completely remove all the colour out --> this will save you some bits when encoding --> better quality.
