is there a program that can take a 3 gig mpeg and shrink the quality down to 700mb?

rempeg could do it, but it's not gonna be watchable. nothing you use will give you an acceptable result at 700mb keeping it as an mpeg.

so what do u recomend? recording as AVI then shrinking the AVI down to VCD [to fit on a CD]?

Here at vcdhelp we re-encode with TMPGENC for breakfast everyday.

if your mpeg file is a mpeg2, you need powerdvd (or sony/ligos)
codec installed.
