  1. When I play my svcd that i encoded with tmpgenc in my memorex(not sure which model) dvd player, it cuts a little off the edges and I was wondering if anyone knew any good margins i could use to encode with so that i can see the entire picture. I was also wondering if it is at all possible to burn a svcd with a separate subtitle file so that you can turn them on or off when watching it. Thank you.

    The edges are cut off because of overscan. If your SVCD is made from a source that was meant to display on TV (DVD, VHS, TV broadcast) you shouldn't worry about it, they account for overscan when they make the original.

    SVCDs can have up to four selectable subtitle sets, though not all set-top players support them and I don't think any computer players do. You would use winsubmux to add the subtitles to the SVCD MPEG file, but you'll have to get them in to submux format. The way you do that depends on what format your subtitles are in, and I'm not sure that there are tools available to convert all of the different subtitle formats.

  3. my source does not compensate for it so how would i make it so that overscan doesnt affect my picture?

    All tv's have overscan, you just have to live with it. Unless you filmed this yourself then your source did take overscanning into account and even with the outside borders cut off, it will be displayed exactly as it was meant to be shown. If you are using your own video camera as a source than just take overscanning into account when filming and realize that you are going to lose around 12 pixels on each side.
