    I know that an MPEG file should be VCD compliant, but as we know, NERO accepts or will allow noncompliant MPEG files. I captured my file with these settings:
    MPEG-1, Resolution: 352X240
    Video data rate: 1150 Kbps
    Audio bit rate: 224 Kbps
    Capture Frame Rate: 29.97
    Sample rate: 44100
    Performance Level: 11 (it's usually set for 3 for VCD realtime capture)

    The only major difference in this set up and the VCD realtime capture set up is the performance level. I've noticed that the performance level brings the audio and video in better sync together.

    I am using Ulead VideoStudio and Nero 5.5
    I am not crazy about the ATI Multimedia capture program because it takes to long when you press record to capture while Ulead is instant like a normal recorder.

  2. I think it will work out for you but to be
    certain you can do this:

    Split your mpeg file into audio and video
    and use bbmpeg to mux them again and check
    if bbmpeg is set to videocd.

    Use nero to burn a vcd compliant cd or a
    non-compliant vcd which is also usually accepted
    by a standalone-player.
