Change frame Rate on a VCD from 23.976 to 29.97

I have a collecton of VCD's that I would like to input into spruce up and create a dvd+r with several movies. Spruce up coughs at the 23.976.

If possible I would like to change the framerate without re-encoding if possible.

Is there a way to do this.
