I made several SVCD discs and noticed that when I play these disks using Power DVD XP that the bitrate is not exactly 2520kbps. I encode with TMPGEnc using the standard SVCD template. This template encodes in 2520kbps CBR.
When I look at the bitrate in Power DVD, it show sometimes a bit less (e.g. 2260kbps) but also a bit more (e.g. 2890kbs). These are examples. I have seen much higher and lower bitrates as well. Most of the time the bitrates stick to 2520kbps.
Is SVCD CBR really CBR or is Power DVD wrong?

There will always be spikes/dips in your MPEG stream. Standalone players handle them without a problem.
