I have an avi in 14.985 fps encoded with MS mpeg4 v3. I want to convert it to mpeg 1 vcd (29.97 fps). I tried editing it in virtualdub and resyncing the audio with soundforge but then the file plays twice as fast as it should. Is there any way to change it without screwing up playback?

Anyway use TMPGEnc,load in a template for the output you want, This looks like the NTSC template.....

Well, I havent been using TMPGEnc for a while cuz the last few mpegs I made with it wouldnt play an any player (but it might have been my fault somehow), but I liked Xing's mpeg encoder and thats what I've been using. But if I choose "vcd->ntsc" in xings's profile menu before I load and encode the avi will it do the same thing? or am I better of with TMPGEnc? and will the finished product of either program be playable as a vcd?

Well I tried a lot of programs and finaly ended up with TMPGEnc and Vdub. They work 100% and my VCD's look just fine. Sometimes the AVI has a few bad frames, and I use the vdub freeze frame.exe to get rid of them.
Now and then I might use M2 edit to split a mpeg file, but most of the time its TMPGEnc and Vdub, they hanndle everything I chuck at them
You could load the AVI into Vdub and save it as some other AVI more closer to the Mpeg format ready for TMPGEnc ? -
Well I just finished creating an mpeg with Xing (it's also about 4-5X faster than tmpgenc) using the "vcd->ntsc" profile that I mentioned earlier. I havent tested it yet but I will soon. If this doesnt work I'll give tmpgenc a shot again. But what I'm concerned about is will the avi (14.985 fps) be converted over and be vcd compatible if I just drop it in and chose the ntsc template? Like I said I already tried changing the frame rate and audio with vdub and soundforge and I end up with a 2X speed movie.

When you use TMPGEnc and load in the NTSC template, you will get a mpeg file that is exactly right. Nothing to change the VCD disk specifications are very tight, change anything and either the burn software will complain or it simply wont work.
But using a template set's "EVERYTHING" up correctly
I use the PAL template, and use easy cd creator to make the VCD. Without the template Easy cd creator use to say, wrong bit rate, wrong frame rate, etc etc...
Now it just gets on with it
