copying DVDs, playing DVDs on PC

Is there any software available to read/play DVDs without having a DVD-Rom on the computer? I need to make a copy of a DVD a friend made for me because my player doesnt like the brand of disc it was recorded on. The player plays for a bit and then the picture becomes all byted (this happens after 30 mins into the program).

In order to read a dvd disc you must have a DVD rom in your computer.
