Basically for the same reason that if I have 25,000 US Dollars I can buy a decent car yet if I have 25,000 Italian Liras I can't usually buy more than a half-decent meal. DivX, using MPEG4 compression, has little to do with MPEG1/2 compression. It's different type of compression, using different types of encoding, which somewhere along the line, have somewhat resembling principles in the notion that it's both video that relies on previous and subsequent frames to render certain frames within a group of frames. Somewhat like what US Dollars have in common with Italian Liras, both being money.

Actually, a better allegory would be US Dollars and cabbages. Both are being used for trade.
