I am not claiming to be an expert but I have used many different brands from the I lack a name brand but by 100 by the bundle to TDK to memorex, I have not noticed any difference in the quality of the VCD's I burn either in sound or picture. The encoding seems to be the most important part for VCD quality.

    On a note, the big bulk ones are the cheapest normally, but I have had problems with some bad disks being in there, if the silver from the top part flakes off the disc is useless.
