background noise way too loud

Hello, I am using my ATI a-i-w card to capture video in vcd format. I have one movie that, no matter what level I set the sound to record, the background "atmosphere" conversation is way too much louder than the dialogue being spoken by the principle characters. I have tried turning the sound recording levels all the way down, while the tv tuner is activated, but still, the noise is too loud. How can I fix this???? Thanks.

sup...so are ya trying to dub off a VHS copy? or DVD copy? well as far as professional audio mixes goes...most (if not all) DVDs are mixed for surround or 5.1 digital systems. ya know like when ya go to the movies and the music, action, nat sound, etc are all like super loud?! well when ya mix for 5.1 the voices all get mixed to the center channel the music gets panned off to the left and right for stereo, as do the natural sounds...like how ya can hear a train go from one side to another.
now as far as how come background level is higher then voice is because when recording digitally (or analog for the matter) all the levels have to be kept at 0db and no higher. when its just a stereo mix like for television the voice track is mixed center channel at 0db, but like i said when mixing for film (more acturately surround 5.1) to make everything have more effect or basically sound better the background or nat sound is set at 0db for more punch you could say. if ya mixed the voice at 0db as well then the background wouldnt have the same effect, also the fact that most of thte actor voices are recorded off shotgun mics(which arent that strong as a dynamic type of mic as far as quality and presense of voice) although it doesnt hold true for all situations in film or tv.
