.....making paid users buy additional Mpeg-2 software?
Their soon to be released upgrade requires a $31(US) additional program to work with Mpeg-2.
Is that right? Or am I reading their website wrong?

It has always cost extra to use nero's mpeg2 built in encoding(the mpeg2 plugin) but to burn already encoded mpeg2 is included with the main application.

The Mpeg2/SVCD is always an option for you to buy if you want to encode your file to SVCD within Nero. Thus, you don't need to buy the plug-in if you already have an encoded SVCD file. I believe they already included the limited trials of mpeg2/svcd encoding for you to try it out for number of times then it won't work after.
