I'm trying to convert to CIF standard DVD MPEG2 with TMPGEnc, but when my video is done encoding I always get 1500 VBR as the bitrate and not 1500 CBR eventhough I fixed the settings in TMPGEnc to be 1500 CBR.
I have no problems converting to Half-D1 standard DVD MPEG2 with TMPGEnc.
Any ideas why TMPGEnc gives me a 1500 VBR video bitrate eventhough I choose 1500 CBR as the bitrate in the settings???
