I have a SVCD MPEG2 movie however its size is too big to fit onto a 80min disc, I was wondering what options I have or how to make the resolution smaller.
I tried TMPGEnc however this keeps hanging around 17% to go everytime, even on other movies.

If the SVCD MPEG2 is too big to fit on an 80 minute CD, the best thing to do is split it up and put it on 2 CDs, etc. Or if it's just slightly too big to fit on a 80 min CD go buy a 90 or 99 min CD instead. There's really nothing you can do besides re-encoding at a lower bitrate to make the file size smaller but that's going to degrade quality since you're encoding an already encoded source and MPEG is a lossy format (quality degrades everytime you encode).
