What settings do i use to convert them to mpeg? i have tmpgenc 2.5? so what settings do i use for converting cartoons so they dont get blocky?

mpeg 2 or 1 ?
what are you going to play them back on ?
best you can do really is to convert them back to dvd-r
next svcd (or xvcd if your player can handle it)
last vcd
but they are not going to be better than the divx whatever you do ...
most of the time converting them to svcd w/ the animation matrix will yeild pretty good results ... but of course there are a lot of other settings also depending again, on your playback .. -

well can you tell me how to use animation matrix i can never find it when i look for it can you tell me where to find it in the program

setting -> quantize matrix -> CG/animation ...
for bettter results use CCE smooth CG matrix as its very slightly better .
but not by much..
