  1. The card I have (WinTV FM) is supposed to receive in stereo. It has a 1/4" line in connector. How then, can I connect my VCR (two RCA connectors for left and right) or DVD player for that matter to this and get stereo sound?

  2. I may be wrong, but aren't the 1/4" plugs on the WinTV cards themselves actually an audio OUT to loop to your soundcard? [ You'll still need the RS adapter, I just think you'll actually be plugging it into your soundcard. ]

Yes, the miniplug jack on the back of a WinTV card is an audio-out. The WinTV card doesn't really do anything with audio, it just sends it to your sound card if the sound is from an internal source (TV tuner). If you want to listen to sound from your VCR with the WinTV card you either use the coax line and set the TV tuner to channel 3 (or whatever) or you plug the VCR's audio in to the line-in on your sound card.
