can i ADD black bars?

i downloaded a divx file but the screen size is 640x304 so when i convert it to a vcd the picture stays that size and when i play it on my dvd player it has to squish to fit the square shape of the tv. is there anyway to add black bars to maintain the aspect ratio of the movie yet give it a square shape with the bars so it can play on my TV?! please help!

use tmpgenc, encode with keep aspect ratio on by clicking the setting button and the advanced tab. this should have been posted in the newbie forum....
