  1. Has anyone used this capture device to make VCD's. Just let me know if it will work enough for at least VCD's.

If you gotn't bought an USB capture device yet then don't.
USB is too slow for capturing video - it will result in a lot of frame-drops.

You'll bet buy a FireWire capture device instead or another capture device.
If you got a CamCorder with at IEEE1394 output on it and you only want to capture from your camcorder, then it's enough to just buy one of those 'cheep' FireWire cards. Using soft like those of ULead, you'll be able to capture directly from your camcorder (without dropped frames).

  3. ATI TV WONDER is mostly used as a TV tuner.
So, you will be able to watch/capture TV shows on your PC.
It does not create VCD. There's other software which does it.

  4. If you have a free PCI slot, get a PCI capture card instead of a USB capture box. The USB box is limited to 320x240 at 30 frames with heavy compression. Converting this video to VCD will look rather poor. If you have to use a USB device, get the ADS Instant DVD for creating VCD and SVCD's.
