One simple guestion. does it make any difference in quality if a DVD rip is done in Divx in a low bitrate(2000) if you reencode it in a higher bitrate (6000/8000) for a DVD?

From a 2Mbps capture, if you re-encode at 8Mbps rate, all you will have is a very good encoding of a 2Mbps capture.
Lost, or thrown away quality, can never be regained. -
The most bitrate you use, the most your image will look as the source. So, if you encode at 4000 for DVD from a 800 Divx, you get better quality than 2000 for DVD. BUT you will never be able to obtain better quality than the source. (But you can apply filters to improve your experience)
