I have a few mpg videos that they all have the shade of blue dominating the color sceme. How do you fix the color and the darkness of the video (which program)? how?

Use the colour correction filters in TMPGenc as you encode. Access them via the "advanced" tab. To re-colour balance a blue image (probably from a bad white balance on a video camera) increase the red and green. If possible feed the video output to a tv as you cannot accurately set colour balances on a PC monitor.

I messed around with the gamma and contrast and increased the red a bit and it help, but there is no green tint, only red and blue tint. Am I misssing something?
