Cant burn SVCD using I-Author

I just got I-Author Deluxe edition and i went here to get help on burning a SVCD, recently i downloaded a (mpeg-2) file that is a SVCD.... but in the site it clearly states the following: (Select your video (*.mpv) and audio (*.mpa) files that you created).... that i created? how do i create that using an mpeg file? (note: that mpeg file is SVCD)

You demultiplex the mpg video and you get a mpv and a mpa, http://www.vcdhelp.com/faq.htm#demultiplex

OR:
you may consider using mpg2mps.exe
that would directly create the mps file needed for I-Author (then, you don't have to use the multiplexing tool, just go directly to I-Author)
