does it have to say in the specs that it will play a VCD or SVCD to actually play one as long as it supports CDR/RW ???

Yes look on the DVD Players Compatability List to left & check your model.
You can always burn a test disk & try it in a player. Or buy a commercial VCD & try it.
A good number of people know the specs of their DVD player before they buy. Makes for fewer surprises.Panasonic DMR-ES45VS, keep those discs a burnin'
