My JVC THA9R refuses to play MPEG2 burned with NERO as SVCD. But when multiplexing the MPEG2 file with the setting MPEG1-Video and then burning it as a non-standard VCD with NERO it works great. WINDVD recognices the produced file as a MPEG2, my standalone DVD plays it as a VCD but with SVCD qaulity. XSVCD isn't a problem when using the above method. It even handles DVD at lower bitrates. Does this work on any other DVD than the THA9R?
Anyhow I am using it with both MPEG2-, divx and my DV camera AVI-files.

Your method works on a number of other "VCD only" DVD players. Many Sony as well as other brands. It appears that many players can handle SVCD bitrates, but not the SVCD format.
