i burned vcds from divx avi files using nero and they work alright, good sync and all, but part of the screen is getting cut off (a little stripe above and a little one on the bottom part of it), making it hard to read the subtitles. i tried changing the video display settings on the dvd player, but that doesnt work.
can anyone help me?

This could be a few things.
Firstly if you have a Widescreen TV then it will often default to a "Smart" or "Zoom" mode to try and help correct the aspect ratio of standard TV broadcasts. These modes can be changed on your TV remote control.
Secondly, did you make a standard VCD? Any change to the resolution or other value could cause the video to be displayed incorrectly by your DVD player.
Thirdly, what you are seeing could be TV overscan. Many TVs will crop off a small border around the picture to ensure that the picture fills the screen. Unfortunately the only way to get round this is to experiment with your TV to find how much it cuts off and then add black borders of the same amount to your encoded video in the future. -

This means when you used TMPGEnc you must select Full screen "Keep aspect ratio"
