I'm capturing some VHS tapes that are, unfortunately, recorded at EP speed. I'm not sure of the technical name for one of the artifacts I'm seeing, but vertical lines are distorted (they wiggle in the middle of the picture, and wave over time). I realize there are limits to what can be done, but are there any avisynth of virtualdub filters that can reduce this distortion?

As a rule, you should try to search the forum first as this has been covered several times before. Search for VHS clean virtualdub filters, etc.
Virtualdub has some nice filters that do a great job cleaning up noisy VHS source. Try temporal smother, but don't expect miracles as it largely depends on the source and what speed you recorded the VHS tape with.
