  1. My SVCD's turn out well. The only small quality issue is blockiness in black scenes. When the movie starts with a black screen with some credits, you can see some pixelly funk. Is there a filter in TMPGEnc that could filter this out?

  2. try not using VBR
    use CBR or CQ instead

    you also can try to upper the bitrate a little
    (but that will result in a bigger filesize)

    No, because a filter filters the source, not the final product. These visible blocks are a product of TMPG's MPEG encoding. The bitrate is too low to encode it to MPEG. So there are 2 ways. Either increase the bitrate or help the encoder by soften the source. Use a noise reduction filter or simply a blur filter. Well, there will be a more or less noticable decrease of quality, but that's the price if you want a small filesize.
