My SVCD's turn out well. The only small quality issue is blockiness in black scenes. When the movie starts with a black screen with some credits, you can see some pixelly funk. Is there a filter in TMPGEnc that could filter this out?

try not using VBR
use CBR or CQ instead
you also can try to upper the bitrate a little
(but that will result in a bigger filesize)
