avi 2 mpg

I am trying to convert an avi movie to mpeg1 to use on a vcd. I have tmpeg but when it is c onverting to mpg it will create a file that is almost 2Gig in size from a 700M avi. I would like to keep the size of 700M but it will not let me do this. How do I convert this film keeping its size? I have used other avi2mpg converters but the film is encoded. other converts tried are

If converting to vcd remember that vcd is 10 mb/minute. So if the movie is longer than 74 minute you have to make xvcd. Read this guide http://forum.vcdhelp.com/userguides/84759.php just skip the dvd ripping part.
