The standard rate is 1150 Bitrate for CBV. If I change it to 1500, will that improve quality? Will it create any problems in playing? Yes, I know it will take up more space....

It will create compatibility problem with VCD players and some DVD players. You can click on 'DVD Players, compatibility list' on the left to check whether the player can play SVCD format. You are referring higher bit rate VCD -> SVCD, something like that.
