I think that this probably should have gone in the off topic section and apologise if that is the case.
I have been burning a few VCDs and SVCDs and want to make them look a bit more 'professional' so want to put pictures etc on the top of the disk. I have managed to find some where that sells the paper with peel off circles that I can stick on the top of the cd but I cant seem to find any where that gives a template so I know what it looks like before printing (ie does it fit in the peel off bit etc)
Does any one know where I can get such templates from for any of he major graphics progs?

Go to your local PC store and ask for a CD labelling kit. That way you get software dedicated to the task of creating CD labels (able to import most graphics file formats), some blank labels and jewel case inserts and a device that helps to ensure the labels are applied properly.
Also I believe the later versions of Nero come with a CD label creation package -
I know I can go and buy a kit but I resent paying that sort of money (£20 to £25 here) when I can buy the lables at about £3 for 50. I can quite easily stick the lables on straight with the help of the spindle my blanks are on and a steady hand
I have access to Paint shop pro 7 and Photoshop 7. -
I understand you reluctance to pay the money for a kit, but once you have paid the initial price new labels should be much cheaper. The main reason I would suggest going this route is that the label designer software with the kit will give you the best chance of ensuring the label print correctly. Even with a suitable template, getting perfect alignment of paper, printer and template will cause a lot of wasted labels. If you still want to go down this route I suggest trying Nero cover designer that comes with Nero 5.5.
