    Using virtualdub or AVI_IO I capture a file using any codec or uncompressed.
    Play it back and it looks fine.
    Use TMPGEnc to convert it following the guides here.
    Play it back and the video is tall and narrow, squished together on the sides, with large black side borders.
    Tried all kinds of settings in TMPGEnc and the best I can get it is still squished but not as bad but then there are black borders all around.

    The ultimate goal is to have a file to burn as svcd that can be watched on computer or in a stand alone DVD player.

    I haven't tried burning any yet as I can't even get them to look decent as mpegs.

    Here this may help...
    Ok on TMPG you need a template that has been unlocked so you can edit all the settings. Open TMPG>click load at the bottom>Navigate to folder called template> click on VideoCD(NTSC).mcf>click on open. Hit load again>go to templates folder and double click on Extra>then click on unlock.mcf then open. BEFORE you do any thing else hit save and name your new template.
    NOW when you hit settings most the areas that you could not change before can be changed...First thing to change is go to last tab and change steam type to MGEG-1 VideoCD NON-standard...then save again.
    What you want to do is put in source and distination file like you are about to encode....then hit load and load template you just saved......
    Goto setting and click advanced tab> this is where you want to set the aspect of your source video (experiment)... start with 4:3 525 ntsc
    Then click on Video tab> this is what final video is going to be change aspect ratio........Hit ok
    Goto top file menu of TMPG and click on preview......hit play see what out put looks like..... Go Back and change aspect ratios and preview again.....You might find some thing that looks good....then encode.....
