is there a way i can turn up the volume before i burn the vcd?

Yes, you should reencode your file.
1.De-multiplex the MPEG file and edit the audio part and multiplex them when you have finished modifying the audio.
To turn up the volume: Any editor that support MPEG1 Audio Layer 2 can be used. Import your audio in TMPGEnc and change the stream type to "Audio Only" go to Audio tab of settings and 'Use Audio Edit'! and start encoding.
When the audio encoding is done, multiplex the audio and video again.
(Use MPEG Tools of TMPGEncoder to multiplex or de-multiplex.)
Or if you don't want to split your MPEG file into audio and video parts:
2.Reencode your VCD MPEG file and in TMPGEnc Click on Setting>Audio>check "Use Audio Edit" and change the volume. You can also fade in and fade out.
