I converted a movie clip, (AVI), to VCD using Cucusoft Converting program. Then I burned the MPEG video/audio stream to an 700mg CD-R using drag and drop method. I dropped it to the CD-ROM, then windows default, burning wizzard took over. It plays both video and audio when played back from cd on my cd-rom. But only plays video when played back on standalone DVD player. The players' are apex. Do I need to use a different program to burn to disc with?

Yes, you do. A VCD mpg has to be authored (just like a DVD mpg has to). Use VCDEasy (last free version is very good). That your DVD player played the video part from the mpg, but not the audio, indicates there's something out of whack with the CuCuSoft output, but try authoring it as VCD.
If you still don't get any audio - Look here: https://www.videohelp.com/guides?searchtext=&tools=&madeby=&formatconversionselect=AVI+...or+List+Guides
