  1. HI,GOT MOVIE OFF NET,MPEG1,QUALITY NOT SO GOOD!SHOULD I ENCODE TO MPEG 2,OR WILL NOT MAKE A DIFFERENCE IN QAUALITY.IF YES,WHAT SETTINGS DO YOU SUGGEST IM TMPGeg?THANKS

    Even if the MPeG-1 would be good of quality, you get worse quality by reconverting to MPeG-2.
    Because your MPeG-1 is of bad quality, like you said, don't espect much better quality in MPeG-2 !

    For conversion to MPeG, the encoder needs as much information for the encoding process, there isn't much left when it's already encoded - so skip with that mpeg.

    Mpeg1 and mpeg2 are virtually identical in quality. Converting from one to the other will not raise quality, extra transcoding can only lower quality.

    You final quality can only be as good as your source. You can clean the image up a little with noise filters and edit other subjective qualities like brightness and colors but none of these will make much of a difference.
