Here's the setup and scenario:
I'm capturing my old Married with Children episodes off of VHS and converting to a digital format. At first I went with SVCD, but now high bitrate MPEG-1 is the way I'm going. Why? I can play the MPEG-1 files on just about every computer while the same can't said for MPEG-2 files. Also, more and more DVD players can play non-standard VCDs. Upon inspection on monitor and TV, the high bitrate MPEG-1 files look just as good (IMHO) as the VHS originals and in some cases a little better due to the filtering out of some noise via VDub's filters.
FYI, I capture the VHS video as follows:
VCR ---> Sony DVMC-DA1 ---> Firewire ---> PC
I use a few filters in VDub to get rid of some noise, crop borders, etc then encode using TMPGEnc. Relevant parameters are CQ90, 8000 max bitrate, motion (high quality).
After the file has been encoded, I test play it on my PC (19" monitor), a friend's slower PC (14" monitor), and an Apex AD1500 DVD player. The file played flawlessly on the PCs, but the audio and video stuttered on the Apex.
After much experimentation, I found that if I demuxed and then remuxed the MPEG-1 file (without doing anything else), the file played perfectly on the Apex. Apparently, a buffer wasn't being correctly set (??? correct me on this if wrong please) and as a result the file couldn't play smoothly.
The de- and re- muxing only adds a few minutes to the time it takes to encode the file and everything works well now. I thought this might help others out who've had audio/video sync errors.
