HOPE I GET SOME HELP SOON OF I WILL HAVE NO HAIR LEFT. I AM USEING A PLUGIN FOR TMPGENC AND I AM ABLE TO ENCODE THE VIDEO BUT THE OUTPUT COMES OUT WITH NO SOUND ,WHY!

Probably encrypted sound in your QT movie. You will need to grab the sound using e.g. Total Recorder, save as WAV, and then multiplex it to your VCD using TMPGenc. Select the converted mpg file you had created from the QT conversion and select the WAV as sounf file. Start, and there you have it.
