  2. You need a VCR, a capture card and a pc with a Cd writer

Capture card: you can get a decent capture card with MPEG capture for very little these days. Only problem you have: most of them are PAL/NTSC capture cards. I use a Dazzle DVC II. You may want to look around to see what other ppl are

VCR: your vcr should be able to play secam tapes (duh). If you can only get a Pal/Ntsc capture card, you should either get a universal VCR (like the Samsung 5000) which can output the result to Pal or NTSC, or buy a separate video convertor (small box that s quite cheap and converts the signal).

Use the software that came with your capture device to capture your video to MPEG.

Once you have the MPEG file, if you need to cut it bcos it s longer than 1 hour, you can use either the software that came with your card or freeware like TMPGEnc (you can find it at www.tmpgenc.net).

You then use the resulting MPEG files (make sure they are VCD compliant), and burn them to VCD using a VCD-capable software like Nero, Easy CD Creator Deluxe, WinonCD etc.

SECAM is usually not supported by capture cards. Only some of them do support SECAM. And VCD is only PAL or NTSC. This should not be a big problem, because SECAM in digital format is compatible with PAL.
