Denoise before (Neat video) topaz or with topaz?

If using Topaz Video to upscale and some AI editing:

Would it be a big difference if using denoise in Neat video, for indoor hi8 video, before upscaling in Topaz?
Or would you recommend skipping Neat Video entirely and do all denoising in Topaz?

All depends on the source.
In general, super resolution usually works better if presented with a clean source.
Depending on the source, Neat Video will provide better cleaning than Topaz and thus provide a better source for the upscaling.
If on the other hand, the cleaning is too aggressive, using Topaz on its own might be better.
=> you probably will have to try with your source content and decide for your own, there is no general right answer to this
