Okay, so if you look at this screenshot from DS9's pilot Emissary, there is some kind of bleeding going on, and I don't have a name for this artifact.
Look at Picard's legs.
I'm doing my own upscaling project with DVD rips and was wondering if someone might have a solution for this artifact.
I'm assuming this was a Telecine artifact from 1992, and was hoping there might be a solution for it.
I've compared it to an alternate take from the 20 minutes of remastered footage from "What We Left Behind", and still can't get an answer as to what this is exactly.
The lights at their lower legs and Windows kind of bleed into the actors in a very strange way.

Improper telecine / interlace handling can cause this kind of luma ghosting/bleeding. (there was a thread about something similar a while ago, but I can't find it)
If you can share a small sample (10sec or so is enough) of the original video unprocessed video (of a scene where one can see the problem), others might take a look at it.
