I won't know the answer but you should tell us what video player you are using.

Certainly in VirtualDub, but it is a video editor.

MPCHC has Jump Forward (keyframe) and Jump Backward (keyframe), mapped by default to Shift+RightArrow and Shift+LeftArrow.
I don't think VLC has explicit jump to next/previous keyframe options. But the regular jumps in Fast Seek (seek to nearest keyframe) mode may work for you.
