The following was captured on Windows 10 using Virtualdub2 and a GV-USB2. I'm using a S-VHS player with TBC support but I do not have an external TBC in my setup yet.

When the new clip starts the audio slows down to the speed of a snail and slowly picks up speed by the end of the video returning to normal.

I captured this same portion of the tape again to try to recreate this but that cut didn't have the slowed audio. Before I continue with my capturing I'd like to try to figure out why this happened and how I can prevent it.

It's one of the anomalies of capturing with Vdub, happens once in a while, depends on the settings.
Try the old version 1.9.11 of the original Virtualdub, or try AmarecTV

AmarecTV seems to be doing the job after setting it to Windows 8 compatibility mode.
