If you change the CBR to a higher number does it make the end result better or worse? Or is it something you shouldnt mess with? Just wondering.

Generally by increasing the cbr will result in less pixelation in fast moving scences, but will cause the file size to increase. You also have to consider whether your player is able to handle the higher birate.
Experiment with a CDRW. -
It also depends on what the bitrate is in the first place if it is below 1150 then you won't get a better picture.
