    Does anyone know how to clean up audio files on a VCD to stop them from Hissssssing loud?

    The only way is to demux the MPEG, convert the audio to WAV and run a cleanup tool like the noise reduction in SoundForge, then re-encode to MPEG audio and re-mux.
