(NSFW) What's causing these video artifacts and how do i fix them?

I have a video with really annoying artifacts in it and i thought it would help to deinterlace the video, but it didn't. The video is also progressive and not interlaced (no idea if it was interlaced originally and has since then been converted)

However, if it's not to do with deinterlacing, what's causing these artifacts and how do i fix them?

Bad deinterlacing. Basically irreparable in a good way.

The video wasn't deinterlaced before it was upscaled. As rgr pointed out, it's no longer possible to properly deinterlace. About the best you can do is blur the two fields together. High motion shots will look like double exposures, low motion shots will just look blurry. See example here:

If the video was uplscaled DebicubicResize followed with a bob deinterlacer might work fairly well. See this thread and the particular post:
