Why does CD-RW require (force) a full overwrite on each UDF format?

• Unlike ordinary packet writing, UDF first blanks out the full disc and wastes writing cycles.
• This is not the case with DVD-RW.
• Aborting the format leaves an unfinished and unuseable file system.
