From the brief time using it, I don't feel it's doing exactly what I want.
I found that so far, using it plugged into a 5V 1A iPhone USB adapter rather than one or two USB (black and red) plugs plugged into PC USB prevents it from spontaneously stopping recordings after several to 25 minutes. The Video Scaler doesn't seem to save any preferences for the lower resolution output options, and it (standalone mode) once took a 16x9 video and squished it to 4x3 tall and skinny 360p, but kept 16x9 for 540p.
I already know about formatting the USB flashdrive to NTFS. I found increasing Game Audio will improve the output video's volume. I'm slowly experimenting to see what Mbps setting will produce a nice video quality without the filesize being too big (tried 2.3Mbps and 7.9Mbps).
EDIT:
With both black and red USB cables plugged into PC, Rocket seems to spontaneously stop recording. With black USB plugged into PC and red USB plugged into USB 2.0 extension male female cable plugged into 5V 1A USB adapter, was able to make a 50 minute 360p recording without spontaneous stopping recording.
Also, standalone recordings won't play on PS3, but PC recordings will play.

Hmmm sound mess a round with it to much try reset the device by re flashing the firmware that should reset back to stock setting and besure uninstall the software first and del the folder in C:\Users\Public\ I think it was called Capture or Hauppauge.
You need keep the bit rate above 8.5 in fact you better off just leaving it at stock bitrate setting.
The Video Scaler was meant for online steaming like YouTube or Twitch and not Stand along mode that could be why your get off wall issues -
I don't see any other way to choose what resolution the captures are done aside from Video Scaling, and I cannot imagine they would allow you to adjust the bit rate if only 8.5 works properly. I've gotten decent results with 2.3 Mbps and 640x360 without the filesize being too big.

The encoder chipset was never design to work as video down or up conversion, it not the only capture device with has this issues as this causes the chip to over work it self to point where it end crashing the device that why it not good idea to do that in stand along mode as I said that was only meant for Online Steaming in PC mode, I'm sure in time there be a better chip that can handle this process better, especially when dealing with interlaced, progressive and or mix signal scan.
Why are you trying to make it that small any way and I'm surprised that even works for you at low of a setting. -
To achieve decent video quality at the lowest filesize, that's why. I don't think I had the Rocket crash, but for sure the standalone mode is too unreliable.
Also, I suspect installing Hauppauge Capture software and Rocket screwed up my Windows Media Player where it stopped playing video of DVD MPEG-2 but played sound ok. After researching this, I came across something about the Intel graphics driver being the problem after messing with video overlay causing videos to be black. I fixed Windows Media Player by rolling back my Intel display adapter driver. It's weird because only Windows Media Player was screwy. Two other programs played DVD MPEG-2 videos just fine like normal. I initially thought it was a codec problem, but it was the monitor driver.
