Having worked with a lot of DVDs, lately, and submitted many samples of the mpeg-2 video as .m2v files, what is the best way to cut a sample of an h264 video? (what tool[s] work well for splicing/cutting a sample segment, without re-encoding / while retaining the video properties for indexing, etc.?)
I'm referring to the context of looking for support in determining transcode settings in MeGUI + AVISynth.

MKVToolnix is pretty good for cutting on the I frame of h264 videos. The output will be in a MKV that contains the original h264 stream.
